Rabbit's right - when I did my Rospa course, they advocate having the bike in neutral while waiting at lights - something about it being kinder to the bike? Personally I prefer keeping the bike in gear and being ready to go. People often harp on about being aware of what's happening behind you as much as you are in front of you, and I agree - a mate of mine got taken from behind (wink, wink...) while waiting at traffic lights in Johannesburg - he was in hospital for a good while. However, if he had been in gear and prepared to go, you never know, he might have glanced in his mirrors, said "Ohhhh shiiit!!!!" and pulled away sharpish. Then again, he would probably have gotten done for jumping a red light......
