section 60 of the criminal justice and public order act gives the chief constable the right to empower his officers to stop and search anybody they wish to search, without any suspicion.  this can be used for a carte blanche for any old pig to do what he like if he doesn't like you..  however section 60 can only be put into force in times of heightened suspicion, ie fotball games etc....
