Any central heating engineers on here?

I need some advice. My mother has just got a bungalow that has been empty for a few months. The central heating is the standard non-combi boiler type where the heating and hot water have to be on at the same time. It has no room stat just the stat on the boiler. When the heating and hot water come on it runs for a few seconds then the boiler cuts out. The pilot stays lit and the central heating pump keeps running so the controller thinks it's working. The only way to stop this happening is to set the stat on the boiler to maximum. It then works perfectly. Any ideas?
