Depends on why they think it was deliberately put there, I'm assuming cos it was big enough that it's unlikely it fell of the back of a works vehicle etc. And if it's that big, why didn't he spot it?
Not enough info in the article to decide. Could as easily be an accident caused by carelessness compounded by rider error.

I cant find the exact article but the 'rock' or 'block' was actually a large kerb stone which was seated on the verge along with others, over 8 feet away from where it was put. 

IMO it was a stupid prank gone wrong, probably some stupid kids thinking they would burst a cars tyres or something, I doubt they had considered it might kill someone...

Christ like we dont have enough to contend with dodge around pre empt.
I ended hitting a milk crate about a month back that had been left on the road, a car hit it and it bounced into my path and i could do fuc all about it
