For a road bike, i'd say no. If they blank off the crankcase breather pipes etc, you'll need to reroute the breather to a container which will catch any oil vapour otherwise it'll just end up covering the engine over time. This oil vapour also helps to a small degree with upper-cylinder lubrication, something which doesnt matter on a race bike which is rebuilt regularly. Also, from experience, once you reroute the crankcase breathers, you have to increase fueling to compensate for the engine not burning the oil vapour. Further to all that, releasing crankcase emissions into the atmosphere is likely to get your bike a prohibition notice if you were stopped by VOSA or a copper who knows his stuff about engines.

These have nothing to do with the crankcase breather system.

They block off the fresh air\PAIR\Kleen or whatever you want to call it reed valves on the cam cover allowing removal of an air valve that would normally allow extra air to enter the exhaust to help with emissions, under certain rev\load\throttle conditions.
It is what causes a lot of the exhaust popping - this air is combusting with the unburnt fuel in the pipes.
Some tuners recommend blocking them off to allow correct air\fuel ration tuning throughout the rev range.
You will also need to fiddle the wiring a bit to stop a warning light on some bikes.

If you like to remove all the unrequired crap on a bike, do it. If you're lazy, tightfisted, like a noisy popping exhaust, are a tree hugger or just don't see the point then don't!

As someone has mentioned they  allow the dyno tuner to setup the mixture more accurately, without the emissions gubbins fudging the mixture readings
