pay it to clear the authorities and then deal with the issue by tracing via payment as Dave says (albeit thinking about it data protection will probably be a blocker there) 

it needs sorting asap as the next offence could be more significant

This may not work as he may have put a private plate on it!!! also if he has not registered the bike the details will still be that of the OP. 

You have a witness in your son to state the bike was handed over with all paperwork concerned.

Also, surely you may be able to pinpoint where you were on the day the ticket was issued thus you were not the user of the bike at the time of the offence.

I am not 100% sure but would customs not have a record of you leaving England to go to NI ?? surely with their being no trace of you being there, you were not the rider/owner at the time?

I think you have a good case, your only downfall is being unable to provide keeper details which in the UK is an offence leading to 6 points and a hefty fine!.

Nonetheless if you have a bill of sale or anything that helps you show you sold the bike on, I think you have a good case

Unfortunately for you, its a legal requirement on the part of the seller to obtain and send the new keepers details to Swansea when selling a motor vehicle.

The law doesn't allow for mistakes, things on your mind or other such matters, it's black and white. If you break it - you reap the consequences.

You should make a real effort, probably with the aid of a solicitor to try and get them off your back before worse happens - but ultimately, it's all happening cos you didn't do what the law says you must. I would pay the fine to get that outta the way before it becomes larger and engage a solicitor for further advice

never let your  V5 out of your hands, only pass on the new owner slip,  and keep a copy of the V5 before submitting it to DVLa. Doesn't matter if the new owner details are false as you've then carried out your obligations as previous owner and your protected. Unfortunately as you let the log book go with the bike, you've dropped yourself deep in it,  there's no solicitor or defence that can get you out of that, in my opinion and you'll be throwing good money after bad.

Trouble is, from what your saying, you might also now get hit with more penalties from not notifying the change of owner on top of the parking charge you currently are disputing.

Your immediate action, in my opinion would be to do whatever you can to protect yourself from other offences this guy may commit in the future or your  nightmare may become even worse !  driving off without paying for fuel, speeding ..... etc etc

did you have anything from the courier they keep all info of pick up and drop off . if so give them a ring and at best you will have prof they picked it up and it wasnt you on the day it got stopped ?

assuming that the original plate is on it , the ANPR will for a stop of the rider  its your best bet

its a long shot i know but do you have anyone in your street that may have cctv ..you might get the name of the courier off the side of the van  
you never know .

how did you advertise / sell it ?, if it was though ebay, its possible he could be traced though them, although the police would probably have to do that, or keep an eye if he sells something and get a mate to buy it, then tell him you want to send him cash and ask his address .

Try asking on an Irish forum, there can't be many turbo 10s in any part of the country, it must stand out.  You don't buy a bike like that to be solitary, so they're probably showing it off somewhere.
